Pakistan: Suicide bomber targeting police kills 10

PESHAWAR, Pakistan (AP) ? A suicide bomber targeting police killed at least 10 people in northwestern Pakistan on Monday, including the son and nephew of an Afghan official involved in peace negotiations with the Taliban, authorities said.

The bomber was riding a motorcycle and detonated his explosives as the police patrol drove by in Peshawar, said city police chief Liaqat Ali Khan.

The two Afghans who were killed, Qazi Mohammad Hilal Waqad and Mohammad Idrees, were working at their country's consulate in Peshawar, said Afghan Consul General Syed Mohammad Ibrahim Khel in Peshawar.

However, it did not appear they were the target of the attack, Khel said.

Waqad's father, Qazi Amin Waqad, is a member of the Afghan High Peace Council, said an official at the Afghan Embassy in Islamabad, Shakir Qarar. The council was appointed by the Afghan government to hold peace talks with the Taliban to end the 11-year-old war in neighboring Afghanistan. The peace council member was in Afghanistan when the attack occurred, and Waqad and Idrees were driving to work at the time, Qarar added.

The blast killed 10 people and wounded 42, said Khan, the Peshawar police chief. Three policemen were among the wounded. Many of the dead and wounded were on a nearby passenger bus, which bore the brunt of the explosion, said Khan.

Local TV footage showed the wreckage of the bus and the motorcycle, as rescue workers rushed wounded people to hospitals in the city.

No one immediately claimed responsibility.

The Pakistani Taliban has been waging a bloody insurgency against the government for years and has stepped up attacks ahead of next month's parliamentary election.

Also Monday, two gunmen riding a motorcycle attacked a campaign office of an anti-Taliban political party in northwestern Pakistan, killing a worker there, police chief Khan said. The Awami National Party office is in the city of Nowshera.

Elsewhere in the northwest, a suicide bomber detonated his explosives near a vehicle carrying Awami National Party candidate, Mohammad Ahmed Khan, in Charsadda district, said local police chief Ghulam Hussain. Khan was not hurt, but one person was killed and nine were wounded, said Hussain.

On Sunday, the Taliban killed 11 people in bomb attacks on a political rally and two campaign offices in the northwest, part of their quest to disrupt the election. The group has killed at least 60 people in attacks on politicians and party workers since the beginning of April.

The Taliban have specifically targeted secular political parties that have supported military offensives against the militants in the northwest. The Taliban have largely spared Islamic parties and others who believe the government should strike a peace deal with the militants, rather than fight them.

There is a concern that the violence could benefit the parties that take a softer line toward the militants, because they are able to campaign more freely ahead of the May 11 election.

"Unless the government, the country's independent election commission and security forces ensure that all parties can campaign freely without fear, the election may be severely compromised," Ali Dayan Hasan, the head of Human Rights Watch in Pakistan, said in a statement issued Monday.

Bashir Jan, a senior member of the Awami National Party who survived a recent bomb attack in the southern city of Karachi, also criticized the government for not doing enough to protect candidates, but he said they were determined to carry on.

"These attacks will not deter us," Jan said at a press conference in Karachi. "We are determined to contest elections."

The Pakistani army on Monday finalized its plan to deploy troops to provide security during the upcoming election after discussions with civilian officials, the army said in a written statement that didn't provide further details.

Kremlin says Putin, Obama agree security contacts after Boston

MOSCOW (Reuters) - Presidents Vladimir Putin and Barack Obama agreed on Monday to maintain close contacts between U.S. and Russian intelligence agencies and cooperate to ensure security for the 2014 Olympics that Russia is hosting in Sochi, the Kremlin said.

Putin and Obama spoke for at least the second time since the April 15 Boston Marathon bombings, which U.S. authorities believe were carried out by two brothers with roots in Russia's volatile and mostly Muslim North Caucasus.

In a call initiated by the United States, they discussed "the issue of stepping up interaction between the special services in the context of the recent terrorist act in Boston," a Kremlin statement said.

"The presidents reached a practical agreement about active contacts between the special services and their leaders," it said, adding that both also "underscored the importance of joint work providing security for the security of the Sochi Olympics".

Special services is a term Russians use for security and intelligence agencies.

The reputation of Putin, a former KGB spy, is riding on ensuring the Games pass off peacefully in Sochi, which is near the volatile North Caucasus.

Putin has in the past accused Washington of double standards in its approach to militants, depending on its geopolitical goals, and of underestimating the threat posed by Islamist extremists in the North Caucasus.

He told national television last week that the Boston bombings justified his tough line on the North Caucasus and showed that Russia and the United States must step up cooperation on security.

After a previous call around the time suspect Dzhokhar Tsarnaev was captured after his brother Tamerlan was shot dead by police, the Kremlin said Obama and Putin agreed the nations should step up counter-terrorism cooperation.

The White House said at the time that Obama had thanked Putin for Russia's close cooperation on counter-terrorism.

U.S. officials have said Russia separately tipped off the FBI and the CIA in 2011 with concerns that Tamerlan Tsarnaev may have been a radical Islamist, raising questions about U.S. authorities' handling of the case.

Russian-U.S. relations have been badly strained by what Putin's critics call a clampdown on dissent since he returned to the Kremlin last May, but both sides have signaled they want to improve ties and cooperate on security despite disagreements.

TORONTO, ON, April 29, 2013 - Ontario Genomics Institute (OGI) congratulates Cytognomix on the success of the Shannon Human Splicing Pipeline, which was recently purchased by the National Cancer Institute (NCI) in the U.S. In 2009, OGI invested in Cytognomix through its Pre-commercialization Business Development Fund (PBDF).

Understanding the wealth of data generated by next-generation sequencing is essential to determining which mutations are clinically significant. Cytognomix's Shannon pipeline assesses the millions of variants of unknown significance detected in cancer genetic testing by predicting mRNA splicing abnormalities. This technology improves accuracy and ease of data interpretation, saving time and reducing mistakes.

Investigators at NCI are using the Shannon pipeline to evaluate somatic and germline variants observed in tumor genome next generation sequences for their potential effects on splicing. According to Dr. Mike Nickerson, Cancer and Inflammation Program, NCI, the analytic tool is being applied to evaluate a variety of variants which can be difficult to interpret in terms of their effects on protein function. Analysis of variants for potential effects on splicing provides a tool to distinguish deleterious mutations from passenger variants and generates hypotheses that can be experimentally evaluated using PCR of reverse-transcribed tumor RNA.

"Cytognomix's Shannon pipeline is resolving significant data interpretation issues in cancer research," said Mark Poznansky, CEO, OGI. FBI removes boat used by Boston bombing suspect

(Reuters) - Investigators have removed from its Watertown, Massachusetts, backyard the now-famous boat used as a hiding spot by one of the Boston Marathon bombing suspects, and have taken it to an evidence storage facility, the FBI said on Saturday.

The boat was the scene of high drama when Dzhokhar Tsarnaev, a 19-year-old ethnic Chechen charged with the April 15 bombing that killed three people and wounded 264, was captured by authorities on April 19 after a tense day of searching in the Boston area.

The owner of the boat called police after he lifted the tarp of the boat stored in his backyard and saw blood. Police found a wounded Tsarnaev inside the boat.

The boat was processed for evidence at the scene and then moved on Friday to an undisclosed FBI facility for storage, said FBI spokeswoman Laura Eimiller.

Tsarnaev's older brother, Tamerlan Tsarnaev, is also a suspect but was killed by police on April 18.

Also on Friday, the FBI concluded their search at a landfill in New Bedford for evidence connected to the bombings, she said. Eimiller declined to say what evidence investigators hoped to find and whether they found anything.

"We were seeking evidence but we are not commenting on the nature of what was being sought or what was found," she said. "We can confirm that we were there Thursday, Friday and left yesterday."

The landfill is near the University of Massachusetts-Dartmouth, attended by the younger Tsarnaev.

Local media reported the FBI were trying to find the younger Tsarnaev's laptop.

Working round-the-clock, rescuers have pulled more than two dozen survivors from the rubble of a Bangladesh garment factory that collapsed 4 days ago, killing some 350 people.

From within the wreckage, "We are still getting response from survivors though they are becoming weaker slowly," said Brig. Gen. Ali Ahmed Khan, the head of the fire services.

"The building is very vulnerable. Any time the floors could collapse. We are performing an impossible task, but we are glad that we are able to rescue so many survivors," he said.

The disaster is the worst ever for the country's booming and powerful garment industry, surpassing a fire five months ago that killed 112 and brought widespread pledges to improve worker-safety standards.

Country music legend George Jones dies at 81

Country music legend George Jones has died in Nashville, Tenn., his representative confirmed in a statement on Friday. He was 81.

Jones had been in the midst of a year-long goodbye tour, deciding to withdraw from the road over health issues including an upper respiratory infection. He was hospitalized on April 18 with fever and irregular blood pressure; he died at Vanderbilt University Medical Center in Nashville. A cause of death has not yet been reported.

Jones was a Country Music Hall of Famer, Grand Ole Opry member and Kennedy Center Honoree, and the singer of such hits as "The Grand Tour," "She Thinks I Still Care" and "He Stopped Loving Her Today."

Born in Saratoga, Tex., on Sept. 12, 1931, Jones grew up in nearby Beaumont and played on the streets for tips while still a teenager, then joined the U.S. Marine Corps. When he left service he began recording for the Starday label in Houston, and his first top 10 song "Why Baby Why" hit the charts in 1955. He hit No. 1 with "White Lightning" four years later. He continued to record and hit the charts throughout the next few decades, shifting from a classic honky-tonk style into a more mainstream sound called "countrypolitan."

Jones' public persona was shaped by his addiction to alcohol and cocaine; he became known for missing many concerts, notes the Houston Chronicle. In 1983 police chased after an intoxicated Jones through Nashville, and the event was captured on TV (documentary?video clip here).

He was married four times; his third wife was country singer Tammy Wynette, with whom he recorded several songs. They hit No. 1 three times, with "We're Gonna Hold On," "Golden Ring," and "Near You." Their daughter Georgette Jones is a performer, and appeared onstage with her father.

He is survived by his wife of 30 years Nancy Jones, a sister and offspring.

Nokia Lumia 520 review does Nokia need another budget Windows Phone

Oh, for an easy life. Sometimes it'd be nice to just read a phone's spec sheet, compare prices and make a decision. In a number of ways, the Nokia Lumia 520 looks like just the type of handset where this ought to be possible: it has the same reliable internals and happy design language that have already proven their worth in the Lumia 620, but it makes a couple of sacrifices for the sake of its £115 pay-as-you-go price tag in the UK -- which undercuts the higher model by a good £30-£50 depending on where you shop. It's even cheaper in the US, where a $150 Lumia 521 variant (not the one reviewed here) is scheduled for general availability on T-Mobile starting tomorrow.

These sacrifices seem straightforward enough, and they include things that many smartphone users may barely notice, such as the absence of a front-facing camera, camera flash module and NFC. The problem is that the specs are never the full story. Like any phone, the Lumia 520 comes with a few surprises. Read on and we'll try to root them out.

The bank says the note is likely to be issued in 2016. It will be based on a famous portrait photographed by Yousuf Karsh in Ottawa in 1941.

The note will also bear Churchill's wartime declaration that he has "nothing to offer but blood, toil, tears and sweat."

British bank notes celebrate a range of historical figures, and the central bank occasionally changes the designs.

Churchill will replace the 19th-century social reformer Elizabeth Fry.

Churchill, credited with strengthening British resolve during the darkest days of World War II, was prime minister from 1940 to 1945, and again between 1951 and 1955. He won the Nobel Prize for Literature in 1953 for his works of history and biography and his "brilliant oratory in defending exalted human values."

Antony Jinman - The reason behind this next expedition? Why?

photo (3)You may have seen the previous articles, video?s and images releasing information on my training and declaration of heading to Antarctica and the South Pole but what I haven?t yet explained is why? Yes I have to admit it is a personal challenge, it is something I would like to achieve but it is also much more then that. Being an expedition leader is my profession and something that I?d like to think I am good at. I take a lot of pride in the work that I do and realized that I am very fortunate to have developed a career in the polar regions. I want to use these skills and my work to be able to contribute something back into my community and to the world as a whole, I want to help make a difference, if that is only but just a small contribution.

The development of my non-profit Education Through Expeditions has enabled me to share my experiences with young people and help make classrooms and fun and enjoyable place to learn. I am delighted in the team that have helped me to grow and develop my work within education and I am looking forward to continuing on this work for many years to come.

Recently I learned of some shocking statistics through my local paper on obesity and health related issues with young people here in my home city of Plymouth. Plymouth is not alone with these issues and I started thinking about my own health and fitness and how I might prepare for a South Pole expedition. It was through this that I started developing the idea of tackling these social issues and bringing a new element of research and resources that can be used to enhance our community education and outreach work. Through this next project we aim to help educate young people here in Plymouth and indeed the rest of the world about nutrition and healthy lifestyles, helping not just ourselves but also our communities and the environment.

Laura Jack here at ETE has prepared a great article about some of the health issues facing Plymouth.

Please read the facts below about health issues in Plymouth to understand why the outreach work of Antony?s next expedition will focus on the importance of choosing to lead a healthy lifestyle.

Life expectancy is lower than the National average for both men and women.

Life expectancy is 9.5 years lower for men and 4.0 years lower for women in the most deprived areas of Plymouth than the least deprived.

About 18.8% of Year 6 children in Plymouth are classified as obese.

Estimated levels of healthy eating and smoking in Plymouth are worse than the England average.

There are also a number of significant health inequalities that exist in Plymouth, for example:
39% of mums in Whitleigh smoke during pregnancy, the figure is 0% in Glenholt and Woodford.

More than half of Barne Barton children have experienced tooth decay, compared to none in Gleholt and Widewell.

1 in 4 children in Devonport are obese, but Glenholt the figure is 0%.

For the NHS in Plymouth, key priorities are identified as; improving health overall, reducing health inequalities and working with partners to make Plymouth a fairer place to live.

Antony Jinman aims to support these aims, helping to tackle obesity and the health problems associated with it by using his next expedition to the South Pole to educate the City?s young people about the importance of a healthy lifestyle. Antony?s trip to the South Pole is aiming to provide lesson resources to educate and inspire students about a healthy lifestyle, a nutritionally balanced diet and the importance of exercising. In addition to this there will also be a comparison of the nutritional value of the foods that Antony will be taking away on his expedition, compared to historical accounts of Captain Scott and Sir Ernest Shackleton and what they ate on their expedition.

But, firstly our young people need to understand what health is.

The World Health Organisation defines health as ?the state of complete physical, mental and social well-being and not merely the absence of disease or infirmity?. So, being healthy includes all things from socialising with friends, taking part in physical activity and also eating a nutritionally balanced diet.

Therefore, for Antony to achieve his goal of reaching the South Pole he will need to have a very high level of health, both physically and mentally. To achieve this, Antony will undertake a tough training programme and consume a specific diet. This is required so that after each intense work out his body will recover fully and repair any muscle damage and replenish his energy stores ready for the next training session.

The purpose of this South Pole expedition is to not only educate people on the importance of maintaining a balanced diet and taking part in physical activity, but to inspire people to make these lifestyle changes and choices.

HowToIncludeFiveFood GroupsIntoYourDiet1A balanced and varied diet is vital to provide all of the nutritional requirements for our bodies to remain fit and healthy as all of the required nutrients are provided from each of the 5 different food groups. The other factor that needs to be taken into consideration when thinking about a balanced diet is the portion size of each food group, if you were to over indulge in one food group more so than the others then this can lead to health implications. For example, sugar, although perceived just as being ?bad? for you, it is actually the amount and how frequently it is consumed that matters. The other factor with sugar is that it is possibly the most irresistible food group. When we eat sugar it is broken down into glucose and fructose, then the fructose is converted to glucose in the liver, if there is more sugar consumed than burned through activity then the excess glucose is converted into fat.

ETE?s lesson plans and teaching resources linked to this expedition will provide students with a new approach to understanding of the importance of food and to not over or under consume as both can lead to health problems. Food, in the right balance, provides the body with all that it needs to allow it to grow, repair, heal, and to fight illnesses and disease. The classroom resources that ETE will produce to support this expedition aim to eliminate the immediate thought that healthy eating is eating only salads and will educate students on the varied foods and meals, portion size, the reasons for eating these foods and the importance of consuming fluids.

The students will also get a chance to look at processed foods and how they can appear to look healthy and are often chosen to eat due to their convenience. Most processed foods are high in salt and chemicals which are used to preserve the food and make them have a longer shelf life. There are links that show that eating too much processed meat may lead to a lower life expectancy.

The classroom resources will also educate children about the carbon foot print associated with getting foods from their origin to your cupboards, and will educate and encourage the students to eat fresh, local and seasonal produce, which will also help to encourage a varied diet. By eating fresh local produce will it not only benefit health, but it will also have a positive and sustainable impact on the economy by supporting local businesses and will also have a positive impact on the climate, through a smaller carbon foot print.

Nanostructures improve the efficiency of solar cells

Apr. 25, 2013 ? Researchers have been able to improve the efficiency of solar cells by coating the cell surface with extremely small nanoscale structures. The new technology has been shown to nearly eliminate the reflection losses of solar radiation. Cost-effective solar photovoltaic materials are being developed within the Academy of Finland's research programme Photonics and Modern Imaging Techniques.

The nanostructured black silicon coating features very low reflectivity, meaning that a larger portion of the Sun's radiation can be exploited. At Aalto University, a research team led by Assistant Professor Hele Savin is conducting studies on crystalline silicon solar cells, which are the main type of solar cells that are currently on the market.

"The advantages of silicon include the long-term stability, sufficiency, low cost and non-toxicity of the element, as well as the advanced production technology. Another benefit of these solar cells is their relatively high efficiency and technological compatibility with the manufacturing technologies currently used by the semiconductor industry," Savin explains. The technology, however, still calls for development and improvement.

According to Savin, the researchers are motivated in their work by the fact that the manufacturing technology players are major corporations in the industry, which allows for immediate large-scale experimenting of new ideas and improvement methods in collaboration with the partner corporations.

Promising techniques in the test bench

The efficient operation of solar cells may be compromised by impurities in silicon. In solar cells, it is not possible to use as pure a form of silicon as in, for example, microelectronics, and thus they exhibit a higher degree of impurities. Moreover, the solar cell utilises the silicon disk in its entirety, whereas transistors, for example, are located on the surface of the silicon disk, and accordingly, impurities cannot be controlled in solar cells by means of the same methods as those used in microelectronics.

One goal of the research led by Savin is to find ways to produce equally efficient solar cells using the less expensive but impure silicon rather than the more expensive purified silica. "We've already succeeded rather well in this respect. Certain promising techniques are currently being tested in production by a leading European solar cell manufacturer."

Another new research topic involves the so-called light-induced degradation of silicon solar cells. Light degradation is a harmful effect that reduces the solar cell efficiency by several percentage units during the first 24 hours of use, after which the situation becomes stabilised. The aim is to gain an understanding about the phenomenon itself and its causes. Understanding the phenomenon will contribute to the development of methods to minimise the harmful degradation and, possibly, to eliminate it completely. Hele Savin has been granted major funding for this research by the European Research Council (ERC).

Ghana is rising, but so are its dump-yards of cast-off appliances

As Ghana's economy booms,?its consumers no longer want used appliances shipped in from the West. Now that 'e-waste' is filling dumps and causing environmental woes.

What was once a park in Ghana?s capital of Accra is now a blackened expanse, issuing acrid smoke from burning piles of plastic and metal. Industrial junk ?heaps of old car doors and appliances ? is scattered everywhere. ?A man walks past, carrying the carcass of a full-sized refrigerator on his head.

This is Agbogbloshie, an illegal dump where junked, cast-off appliances from around the world get turned into scrap metal.

Hundreds of shipping containers packed with used refrigerators, old computers, washing machines, and other appliances arrive in Ghana every month. Until recently, many of those appliances sold at a premium. But changing habits of consumers at a time when West Africa is experiencing growth means that more and more secondhand imports are being discarded from the retail market.

Instead, they are finding their way directly to the dump, exacerbating a waste problem that Ghana can?t afford to fix right now.

Ghana once welcomed secondhand imports of everything from TVs to clothing because even locally-produced products were too expensive for average buyers. But that?s rapidly changing: Ghana?s economy grew by 8 percent in 2012, and manufacturers have taken notice of the country?s growing base of consumers. Many are stepping up production on the continent.

Yet shipments of used appliances keep arriving because old appliances are considered hazardous waste, and are expensive to dispose of. Overseas firms seeking to rid themselves of old computers or car parts often donate or sell them, tossing them into a shadowy international supply chain that?s hard to follow. In 2010, environmental activists at Agbogbloshie discovered in old computers several hard drives that appeared to belong to US defense contractors?and school districts.

?There have been a lot of quotes [in the world press] about the West dumping its e-waste into Africa,? says Tatiana Terekhova, an electronics waste expert at the United Nations. She suggests that shipments can be both legal and illegal. While some of the arriving goods are simply junk, she says, most have been working appliances that have fed a demand for consumer electronics from Ghana's rising middle class.

Now, soaring scrap metal prices have turned Agbogbloshie into an ad-hoc outdoor factory. A workforce of children and teenagers root, smash, and burn through the world?s electronic junk to rip out valuable components. Often, a cocktail of toxic chemicals is released in the process.

Children like 11-year-old Al-Hassan who ? wearing pink flip-flops and a look of tired determination ? drags an old stereo speaker along the ground through charred plastic and metal. The magnet inside the speaker attracts a small price, and the boy earns about a dollar a day selling to scrap dealers.

In turn, these dealers illegally export scrap metal, disguised as legal goods like timber or cashew nuts, and in 2010, Ghana's port authority estimated those exports at around $40 million in value.?

Ghanaian legislators recently passed a?ban on imports of used refrigerators. But the government is a long way from ending the destructive trade, says Accra city council spokesman Numo Blafo III, who claims that toxic waste from the dump is harming a lagoon that abuts the park-turned-dump.?

?The scrap dealers pouring their e-waste into the lagoon have actually polluted it ? all marine life is dead,? he says. "But even the government is finding it difficult to remove them. It seems nobody can stop them.?

NFL group, company teaming up for brain drug test

(AP) ? A potential treatment for traumatic brain injuries may be tested in retired professional football players, who are the focus of concern over blows to the head.

Neuralstem, Inc., of Rockville, Md., said Wednesday it is working with the National Football League Alumni Association to study the feasibility of such a test, which would need government approval. It would involve a drug that's now in an early human trial for treating depression. In animal studies, the drug appeared to stimulate creation of brain cells.

Concern has mounted about brain injuries and disease in former NFL players, driven in part by some high-profile suicides. Thousands of former players are suing the league and its teams, saying that for years the NFL did not do enough to protect players from concussions.

Costs to treat heart failure expected to more than double by 2030

Apr. 24, 2013 ? By 2030, you -- and every U.S. taxpayer -- could be paying $244 a year to care for heart failure patients, according to an American Heart Association policy statement.

The statement, published online in the American Heart Association journal Circulation: Heart Failure, predicts:

  • The number of people with heart failure could climb 46 percent from 5 million in 2012 to 8 million in 2030.
  • Direct and indirect costs to treat heart failure could more than double from $31 billion in 2012 to $70 billion in 2030.

"If we don't improve or reduce the incidence of heart failure by preventing and treating the underlying conditions, there will be a large monetary and health burden on the country," said Paul A. Heidenreich, M.D., M.S., professor of medicine at Stanford University School of Medicine and director of the Chronic Heart Failure Quality Enhancement Research Initiative at the VA Health Care System in Palo Alto, Calif.

"The costs will be paid for by every adult in this country, not just every adult with heart failure."

The rising incidence is fueled by the aging population and an increase in the number of people with conditions like ischemic heart disease, hypertension and diabetes -- contributors to the development of heart failure. Being older, a smoker, a minority or poor are also risk factors.

"Awareness of risk factors and adequately treating them is the greatest need," Heidenreich said.

Heart failure is a life-threatening condition that occurs when the heart has been weakened from heart disease, high blood pressure, diabetes and other underlying conditions, and can no longer pump enough oxygen- and nutrient-rich blood throughout the body.

Heart failure is the leading cause of hospitalization for Americans over age 65. Patients are often fatigued and have breathing problems, as the heart enlarges and pumps faster to try to meet the body's needs.

"Heart failure is a disease of the elderly," Heidenreich said. "Because our population is aging, it will become more common and the cost to treat heart failure will become a significant burden to the United States over the next 20 years unless something is done to reduce the age-specific incidence."

The statement includes recommendations on lessening the impact of heart failure and managing the rising number of Americans with the condition. These include:

  • More effective dissemination and use of guideline-recommended therapy to prevent heart failure and improve survival.
  • Improving the coordination of care from hospital to home to achieve better outcomes and reduce rehospitalizations.
  • Specialized training for physicians, nurses, pharmacists and other healthcare professionals to meet the future demands of advanced heart failure care.
  • Reducing disparities for heart failure prevention and care among racial, ethnic, and socioeconomic subgroups to help close the gap in health outcomes.
  • Increasing access to palliative and hospice care, for patients with advanced-stage heart failure.

"We have the solutions we need to change the course of heart failure in this country, but we must take steps now to reverse the trend," said American Heart Association CEO Nancy Brown. "If we treat patients using existing guidelines, improve care transitions, adequately train our healthcare workforce and reduce disparities in the health outcomes of specific populations, we can lessen the burdens of heart failure."

"For those Americans in the last stages of heart failure, we must also increase access to palliative and hospice care to reduce the suffering of their final years."

The statement doesn't examine the impact of provisions of the Affordable Care Act. If laws allow more people to have access to health care, it could lower the rates of heart failure and ultimately costs as people will have access to preventive care, Heidenreich said.

Also, being an ethnic minority and of a lower socio-economic status were both cited as risk factors for heart failure, so more access to health care may help reduce overall risk.

Analysis: Boar hunt shooting tragedy triggers Moldova crisis

CHISINAU (Reuters) - It all started when Moldova's top judiciary and businessmen gathered in a snow-laden forest called Tsar's Wood to mark the year's end by stalking wild boar. In the course of the hunt, a shot rang out and a man fell fatally wounded.

Someone in the 32-strong private party of VIP amateur hunters had accidentally discharged his rifle. The 41-year-old businessman died the next day but the shot has echoed through Moldovan politics, felling prime minister Vlad Filat and threatening the ex-Soviet state's drive for a place in the European mainstream.

An appeals court judge who was on the December 23 hunt has been suspended and police have opened a case of manslaughter "through negligence". No-one has yet been charged over Paciu's death, but the drama has passed to the political stage.

Early in the New Year, Filat denounced prosecutor general Valerii Zubco, a man appointed by one of his allies, for taking part in the hunt which was conducted illegally in a nature reserve on the border with Romania. Filat also accused him of trying to cover up the shooting of Sorin Paciu.

Filat's attack on Zubco caused uproar in the three-party Alliance for European Integration, which has led the once communist-ruled country since 2009.

Estranged allies revived old accusations against Filat of past involvement in cigarette black-marketeering, which he denies. Filat, for his part, has accused a wealthy rival of 'buying up' judges and political influence.

"I never expected things to degenerate to the point of taking down an entire government," Filat wrote on his website, after former partners rounded on him along with the communists last month in a parliamentary vote of no-confidence.

Former ally, Liberal leader Mihai Ghimpu, saw no way back.

"Filat will compromise the European integration of the country. With him, we won't have anything good to take to the people in elections at the end of 2014," he said.

No let-up is in sight in a crisis that has dredged up grudges and rivalries that appear to have little to do with ideologies or political ambitions for the impoverished ex-Soviet state wedged between Ukraine and EU member Romania.

The country's top court ratcheted up the crisis on Monday when it torpedoed an effort by the president to get Filat back into office at the head a new government.

None of this furor has been about the detail of what happened in Tsar's Wood or who pulled the trigger. It was the political attack on Zubco, who has since resigned protesting his innocence, that broke a consensus and ended the alliance with the Democratic party that had backed Zubco.

For Filat's former allies in the coalition, his action amounted to a crude power play, undermining a basic agreement according to which senior state posts were shared out among Alliance parties. It was seen as a blow at the Alliance itself.

Moldova, with a population of 3.6 million, is one of Europe's poorest countries with an average monthly salary of about $230. Heavily reliant on Russian energy supplies, its economy is kept afloat by remittances from several hundred thousand Moldovans working in Russia and EU countries.

With the pro-Western alliance in tatters, Moldova's aspirations of one day finding prosperity in Europe could also be in doubt. Political chaos could derail its pro-Europe agenda ahead of a November summit with the EU when it hopes to sign landmark association and free trade agreements with the bloc.

Early elections caused by political stalemate would not help either if they brought back the communists, who are the biggest single party in parliament and still strong in the countryside.

UNHAPPY MENAGE-A-TROIS

The Alliance, made up of Filat's Liberal Democrats, the Democratic Party of centre-left politician Marian Lupu and the Liberals led by former acting president Ghimpu, was always a strained 'menage a trois' of convenience.

Since taking over in 2009, Filat has become popular with European politicians as he pushes Moldova's pro-Europe reform agenda in Brussels and other European capitals - something which, insiders say, has aroused jealousy at home.

Ghimpu, his sharpest critic, routinely refers to him as "the smuggler in chief", in reference to the unsubstantiated cigarette smuggling accusations.

"He should go on holiday and let the customs and tax inspectorate get on with their work," Ghimpu remarked dryly.

Filat, currently acting prime minister, has hit back with equally-fierce invective against his rivals, particularly Vladimir Plakhotniuk, Moldova's richest entrepreneur who made a fortune in hotels and petrol stations before entering politics in 2009 as the Democrats' pay-master.

Filat, seeking to oust Plakhotniuk from the position of parliament's first vice-speaker, denounced him as a "puppet-master".

"He's bought up the party and judges and now he wants to buy up the whole country."

Filat's government quit on March 8 after losing a no-confidence vote mounted by opposition communists and his erstwhile Democratic party allies, still angry at him for chasing Zubco out. They accused his government of corruption.

After weeks of back-stage bartering though, Filat was tasked by the president to put together a new program and team. News of defections in other coalition parties suggested he would get the required 51 votes in the 101-seat parliament.

But in its bombshell ruling on Monday the Constitutional Court said he could not run for prime minister again because of the weight of corruption charges leveled at his government.

President Nicolae Timofti late on Tuesday bowed to the court's decision, naming a deputy prime minister, Iurie Leanca, as acting head of government and withdrawing his nomination of Filat.

Filat's political future was not immediately clear. He said enigmatically on Tuesday that he would hold talks with Timofti and his Liberal Democrats before deciding on a course of action "in the interests of a beautiful, future Moldova."

Slight fall in UK borrowing gives relief to Osborne

LONDON (Reuters) - Britain's budget deficit fell slightly last year, official data showed on Tuesday, saving the country's embattled finance minister some embarrassment as criticism of his austerity program mounts.

The Office for National Statistics said public borrowing, excluding some effects of bank bailouts and a one-off Royal Mail pension transfer, was 114.2 billion pounds in the 2012-13 tax year, equivalent to 7.37 percent of national output.

This was down from 120.9 billion pounds or 7.93 percent of output in 2011/12, and in line with the forecast last month by Britain's budget watchdog, the Office for Budget Responsibility.

A tougher measure of borrowing - which in addition strips out cash transfers from the Bank of England allowed under European Union statistical rules - also fell marginally on the year.

Nonetheless, Britain's budget deficit is still one of the highest among major advanced economies as the country struggles to deal with the legacy of the financial crisis.

"The Chancellor just made it in under the OBR's forecast, albeit by the skin of his teeth," said Victoria Clarke, an economist at Investec.

"The bigger test will be if he can continue to meet the forecasts for the years ahead, and we think it's looking vulnerable because of the weakness of the euro area, which could decrease tax revenues and mean higher spending pressures."

The government welcomed the data as a sign that its policies were working. "Though it is taking time, the government is fixing this country's economic problems," the Treasury said in a statement, citing a one-third reduction in the budget deficit since 2010 and the creation of a million-and-a-quarter new private sector jobs.

There was little immediate market reaction to the data, with many investors more focused on first-quarter gross domestic product data due on Thursday, which will show whether the economy has slipped back into recession.

The figures follow a difficult seven days for finance minister George Osborne. His Conservative-led coalition's flagship austerity policy has come under increased scrutiny from the International Monetary Fund, and a second major ratings agency has stripped Britain of its triple-A status.

The IMF - previously a supporter of Osborne's tough approach - has said that weak growth means he may need to rethink the pace of deficit reduction, something the opposition Labour Party has been urging for a long time.

Osborne is already off track on his deficit reduction plan, compared to what he intended when he became finance minister in May 2010. He originally aimed to eliminate Britain's underlying budget deficit by 2014-15, something which now looks unlikely before 2016-17.

This slippage has been largely due to weak economic growth which has hurt tax revenues and pushed up benefits spending.

How much of this weak growth is due to the knock-on effect of turmoil in the euro zone, Britain's main export market, and how much is down to a bigger-than-expected drag from austerity is disputed.

Data for March alone showed that public borrowing excluding financial sector interventions totaled 15.142 billion pounds, down from 16.694 billion pounds a year ago and just below economists' forecasts of 15.5 billion pounds.

But the UK Debt Management Office revised up its government bond issuance plans for the coming financial year by 4.7 billion pounds to 155.7 billion pounds, after a volatile cash measure of British borrowing turned out higher than expected in March

Britain's total net public debt, excluding the direct costs of bailing out the country's banks, is still much higher than before the financial crisis at a record 1.1858 trillion pounds or 75.4 percent of GDP.
